Every energy market sits somewhere on one spectrum: at one end, a single state-owned company controls everything and the government sets prices; at the other end, the market is fully liberalised — meaning competition is open, generation has been separated from the wires, and prices are set by supply and demand. The interesting answer is placing each region on that ruler and explaining why it sits there. Let's walk the ruler from the most open markets to the most state-controlled.

Europe — the liberalised end
The European Union is the clearest example of a deliberately liberalised, integrated market. The EU has spent decades trying to weld member states into one connected energy market, and it does this through unbundling — legally forcing the company that generates power to be separate from the company that owns the transmission grid, so no one firm can both run the wires and block competitors from using them. Power trades on shared exchanges like EPEX SPOT, and the grids are coordinated across borders so electricity can flow between countries. The United Kingdom sits at the same liberalised end: a competitive retail market where households can switch between many suppliers, overseen by the regulator Ofgem, with the grid operated by the national system operator. The defining feature of this end of the spectrum is cross-border trade and consumer choice.

North America — the mixed middle
The United States is genuinely split down the middle, which is the whole point about it. Some states are deregulated, where you can choose your electricity supplier and competing generators sell into a market run by an independent grid operator — bodies like PJM, ERCOT in Texas, and CAISO in California, which run the wholesale electricity markets and keep the grid balanced. Other states are still regulated, where a single utility operates as a price-controlled monopoly. Oversight is layered: a federal regulator handles power and gas that crosses state lines, while each state's own commission regulates its local utilities. Canada is more regulated than the US and is run province by province — Alberta has a competitive wholesale electricity market, while provinces like Quebec and British Columbia keep large state-owned utilities that own the whole chain, leaning heavily on their abundant hydropower.

Asia — partially opened, often state-led
Japan is a market that has been opening in stages: it deregulated electricity step by step, letting new entrants challenge the old regional utilities, with wholesale power now trading on the Japan Electric Power Exchange. China sits further toward the state-controlled end: giant state-owned enterprises dominate, such as the State Grid Corporation in electricity and the national oil companies in oil and gas, and a national energy authority directs policy. China is gradually introducing market reforms to add competition, especially in electricity, but it starts from a heavily centralised base.

Middle East and Africa — the state-controlled end
This is the most centralised end of the ruler. In Saudi Arabia, the state oil company dominates production and a state utility runs electricity, with the government now investing in renewables to diversify its economy away from oil. The United Arab Emirates is mixed but still heavily state-involved, with Abu Dhabi and Dubai each running their own utilities and regulators. South Africa is dominated by a single state-owned utility that controls most generation, transmission, and distribution, with a national regulator overseeing it and a separate programme inviting private companies to build renewable projects.

Test the ruler by asking one question of each region: "as an ordinary customer, can I choose my electricity supplier?" In the EU and UK, yes — that is the liberalised end. In the US it depends entirely on your state, which is exactly why we call it the mixed middle. In China, Saudi Arabia, or South Africa, no — a dominant state-owned utility sells you power, which places them at the state-controlled end.
